I’m glad that you were inspired by my discussion of the difference between PR 0 and PR NA. I think that there is another, additional reason why a site may be assigned PR 0, and that is in the case of it being a spam site, porn site, etc.

PR 0 may be assigned as a Google punishment. In most cases, though, PR 0 just means that the site didn’t have enough quality backlinks at the time of Google’s last PR update.

Yeah! Thank you. It got PR1 in the last public update. But I was talking about a brand new blog that I opened. It is still PR N/A
